Forming Parties, and New Quest: "Wanted: Hogger"

As soon as you return to Goldshire, speak to Smith Argus to
turn in the "Return to Argus" Quest you got from Dungar Longdrink.
Once you've done that, switch to General
Chat mode, and ask if anyone would like to help you fight Hogger.
Hogger is an Enemy NPC belonging to the Gnoll race, and fighting him has long been a rite of passage for new Human Players. You can obtain a Quest to deal with Hogger by traveling west from Goldshire until you reach Westbrook Garrison, and examining a Wanted poster in front of the Garrison.
Before you head off to pick up the Quest and fight Hogger, you should know something about him. Hogger is a Level 11 NPC classified as an "Elite" NPC. This means that Hogger is stronger, faster, and tougher to beat than other NPCs of the same Level as him. Elite NPCs can be identified by the word "Elite" appearing in the tooltip that appears when your mouse cursor is held over them, and also by the gold dragon that encircles their Character Portraits.
Hogger's status as an Elite NPC means that, at your current Level, you might have real trouble fighting him by yourself. To do so more easily, you should recruit other Players to join a Party with you. Parties are made up of anywhere from two to a total of five Players, and they can work together as a small team to complete challenges that are difficult (or impossible) for solo Players. For the purposes of fighting Hogger, you should recruit at least one Player who is the same Level as you (or higher than you), or several Players who are slightly lower Level than you.
To invite a Player to join your Party, you can either target a Player that is in front of you, right-click on their Character Portrait, and click "Invite to Party," or you can right-click on a Player's name in your Chat Window, and click "Invite to Party." While in a Party, any XP and gold that is earned by killing enemies is distributed evenly among all Party members. In addition, the default system for looting enemies is that each Party member takes a turn getting to loot an enemy, in the order that the enemies are killed. Once you have at least one other Player of at least the same Level as you--or multiple Players of slightly lower Level than you--in your Party, switch your Chat Window over to Party Chat mode with the "/p" command, and ask them all to meet you in front of Westbrook Garrison.

Once your Party begins the fight, make sure that you watch
for when Hogger breaks away to feed off the animal corpse seen on the left in
the above image. When he does, get over to him and attack him quickly to
interrupt his meal; otherwise, he'll begin healing.

General Clay orders you to not kill Hogger, saying that he will instead be imprisoned in the Stormwind Stockades. All four NPCs are then teleported out of the area.
